Taylor Hall Lane Closed Landfill, Kirklees

When drums of highly toxic chemical waste were discovered by a housing developer at part of Taylor Hall Lane Closed Landfill site, SETS were called in to assess the risks to human health, structures, vegetation and aquatic environment.

Taylor Hall Lane closed landfill site is partially owned by Kirklees Metropolitan Council and part occupied by a new housing estate. The landfill was operational from 1990 to 1998 when it was licensed to accept inert waste. The drums of toxic waste were presumed to have been illegally tipped during the landfilling operations.

Soil Engineering was commissioned to carry out a Detailed Qualitative Risk Assessment (DQRA) in accordance with procedural guidance described in CLR II Model Procedures for the Management of Land Contamination in the context of Part 2A of the Environmental Protection Act 1990 in order to assess the risks to human health and controlled waters from the closed landfill. The assessment involved a review of all the previous ground investigations carried out at the site for the developer and Leeds City Council between 2005 and 2006 and risk assessment reports which included ground gas and groundwater monitoring data in order to develop a preliminary conceptual model of the site.

In order to identify the ground conditions and collect environmental samples SETS carried out a limited site investigation using a JCB to excavate trial pits at fifteen locations to a depth of 1.0m, and in addition to this soil sampling, ground gas monitoring and groundwater sampling was also carried out. Site specific receptor information for the land use scenarios of public open space and school playing fields was gathered and together with the information and data collected during this additional work a Detailed Quantitative Risk Assessment (DQRA) for human health and groundwater.

The level of risk to human health was assessed to be medium and required remediation of the council owned site due to elevated levels of benzo(a)pyrene. The recommended remediation of the landfill involved use of a protective cover layer of sub-soil and top soil in order to break the pollution linkage from benzo(a)pyrene to the future human users of the site under a public open space land use. A very low level of risk to controlled waters was established following the DQRA.
